You will play a key role in evolving supplier relationships, strengthening governance frameworks, and embedding a more strategic, value-led approach to supply chain management. Working closely with senior stakeholders across operations, finance, and the executive team, you will help build a more resilient, efficient, and future-focused supply chain capability.

  • Identify opportunities to optimise spend, strengthen commercial outcomes, and mitigate risk

Supplier Performance & Commercial Delivery

  • Establish robust supplier performance frameworks, embedding accountability through clear KPIs and governance
  • Lead strategic supplier engagement, performance reviews, and continuous improvement initiatives
  • Partner with operational teams to ensure the supply chain supports consistent, high-quality service delivery
  • Provide senior stakeholders with market insight, commercial intelligence, and strategic recommendations

Governance, Risk & Compliance

  • Strengthen procurement governance, controls, and assurance processes
  • Ensure compliance with contractual, regulatory, and internal policy requirements
  • Lead complex tendering, negotiation, and contract management activity
  • Proactively manage supplier risk to ensure continuity across critical services

Process Improvement & Capability Enhancement

  • Drive improvements in procurement systems, data visibility, and reporting capability
  • Establish standardised, best-practice processes across the function
  • Leverage data and insights to inform decision-making and continuous improvement
  • Embed a culture of operational excellence and commercial discipline

Leadership & Stakeholder Engagement

  • Lead, develop, and inspire a high-performing supply chain and procurement team
  • Build strong, collaborative relationships across operational and corporate functions
  • Act as a trusted advisor to senior leadership on supply chain and commercial strategy
  • Support capability development, succession planning, and talent growth

Candidate Profile

We are seeking a commercially astute and strategically minded leader with a proven track record of delivering transformation within complex, multi-stakeholder environments.

You will demonstrate:

  • Significant experience leading procurement and supply chain functions at a strategic level
  • A track record of driving transformation and delivering measurable performance improvement
  • Strong commercial acumen, balancing strategic thinking with operational execution
  • Exceptional stakeholder engagement skills, with experience influencing at executive level
  • A data-driven approach to decision-making and performance management
  • Experience building and developing high-performing teams

Experience within infrastructure, engineering, construction, facilities management, utilities, defence-adjacent, or other regulated sectors is highly advantageous. Professional qualifications (e.g. MCIPS) are desirable.

Why Join?

This is a rare opportunity to lead a critical function with genuine scope to transform. You will have the autonomy, visibility, and influence to shape strategy, enhance supplier performance, and deliver long-term commercial value across a complex national operation.
